ERSEC Workshop on Sustainable Water Management ? Problems and
Solutions under Water Scarcity
Beijing, China, 6-8 November 2006

China is a populous country with scarce resources and relatively poor natural conditions. Influenced by the monsoon climate and natural conditions, rainfall takes place unevenly in time and space. As flood and drought disaster occur frequently, China is also one of the countries that suffer the most from flood and drought disasters. China is water scarcity country with 2300 cubic meters of per capita per year in water resources, which is one fourth of the world’s average. Water shortage has worsened the conflicts in supply and demand, needs for economic and social development and ecological environment. In the north part of the country and the inland river basins, the over exploitation of water resources from some rivers has led to successive desiccation of river courses in the lower reaches of these rivers. In some regions, overdraft of groundwater has caused serious regional declines in the groundwater table, posting a series of ecological problems such as large-scale land subsidence, reduction of ecological oasis, environment deterioration. The problems of water pollution and soil erosion are very serious in China. Floods, water shortage, water pollution, and soil erosion have seriously hampered the sustainable social development, resources, environment and the economic society in China, and they have been the main constrains for the development of the Chinese economic society. Therefore, China must implement the sustainable water resources development strategy, strengthen the construction of water infrastructure, consolidate the building up and protection of the ecological environment, conserve and protect water resources, control water pollution, improve the ecological environment, promote the sustainable use of water resources, and safeguard the sustainable development of the economic society.

Ecological Research for Sustaining the Environment in China (ERSEC) is a joint effort between the Chinese Ministry of Education, the German Ministry of Education and Research and the UNESCO Office Beijing to promote the practical use of ecological research results in China by creating a dialogue between scientists and policy-makers. This workshop will gather specialists from China, Germany and other parts of the world. We would like to include presentations of real case studies, and promote an active discussion on the main topics of the conference.

Targeted primarily at political decision-makers and institutions that deal with water resource management in China as well as the public, this workshop provides scientists from the associated Sino-German water related ecosystem research projects as well as other interested scientists with a platform for an interdisciplinary exchange among scientists and institutional experts. The discussions are aimed at deriving or refining recommendations for implementing socio-economically viable and environmentally friendly policy measures in non-technical terms. The presentations and a summary of the discussions will subsequently be published in a workshop volume.

Objectives of the Conference
1.Promote the application and extension of scientific research results through specific recommendations for policy-makers;
2.Facilitate the exchange and integration of multi-disciplinary research regarding sustainable groundwater management;
3.Encourage international research cooperation by providing a platform in multilateral forum to discuss and share the bilateral research, i.e. exchange of international experience and information on sustainable groundwater management.

Conference Topics
Sessions about one given topic around invited talk(s), contributed talks and open discussion will be organized. Oral and poster contributions are solicited. The number of oral contribution will be limited, and part of the time will be devoted to discussion. Emphasis will be put on the following broad topics:

Proposal for topics:
1.Sustainable water management for large cities
2.Urban rain water and flood management ? possibilities for groundwater recharge
3.Treatment of urban waste water for groundwater recharge
4.Institutional framework and management practice for large cities water supply with special regard to groundwater resources

Each session will provide several scientific/policy-related presentations and case studies presented by experts from China, Germany and other countries. These contributions should include recommendations, which will feed into panel discussion on the final day.

November 8: Field Visit or Open demo cum exhibition on German water technologies

Language
The working language of the conference is English and Chinese. Simultaneous interpretation will be provided.

Publications of Conference Papers
I.An extended abstract volume of the presentations will be available for the conference.
II.A subsequent publication, a volume of the ERSEC WATER Workshop volume, will synthesize the conference papers and others as deemed necessary to cover the topic in the most comprehensive way as possible.
III.The contributors who want their contribution to be included in the ERSEC WATER Workshop volume need to provide their final manuscript during end of October 2006.

Conference Participation and Call for Contribution
Topics and speakers for the Conference will be selected by the Conference Committee and will be announced in the next announcement.

Participation is open to any interested person who registers in advance using the attached registration form.

Field Visit or Demonstration cum Exhibition: The organizing committee is planning to organize one day field visit to any one of the Sino-German Water Project or there will be a demonstration cum exhibition of German Water Technology will be organized on the last day of the event.

Please send the abstract of your presentation and preferred session as early as possible.

There is no registration fee and limited financial support in the form of lodging and boarding is available under ERSEC project for selected participants from developing country. Please submit a separate application to ERSEC Project secretariat, UNESCO Office Beijing.
