China’s Strategic Structure for Poverty Reduction and its Governance Effects

Strategy contains systematic thinking and logic such as basing ourselves on fundamentals, determining direction, planning for the long term, and driving the overall situation. In modern society, any country will use strategies to achieve rapid and effective development, thereby not only meeting national needs but also maximizing overall national strength under conditions of scarce resources. As a key carrier and typical presentation of the national strategy in rural areas, targeted poverty alleviation is a large-scale and systematic delivery of exogenous resources to rural areas by the party and the state, and together with various governance entities, it solves the "structural poverty" that has emerged due to early accumulation. "A strategic experiment on the question. In this process, strategic structures are formed and governance effects are released. The strategic structure of China's poverty reduction is reflected in: first, the formation of a chain structure of "problems-goals-process-results" at the vertical level; second, the formation of intra-party coordination characterized by political mobilization; third, the formation of a task-oriented The fourth is to form inter-governmental coordination characterized by inter-governmental communication and departmental cooperation; the fifth is to form result-oriented selection of policy tools and transformation of measures. The governance effect is mainly reflected in: first, it inhibits the innovative consciousness and innovative behavior of specific actors at the grassroots level, limiting the vitality and motivation of grassroots governance; second, it over-respondes to the interests and demands of front-line people, resulting in the distortion of allocation and overuse of limited resources. Third, specific actors at the grassroots level have experienced governance fatigue and have been trapped in a formalistic governance structure for a long time.
