Positions Held:
The positions held in government and parastatal organisations of Government of Uganda include; adviser to Permanent Secretary and Commissioner for Marketing in Marketing Policy and Management; representative of Ministry of Trade & Industry on the Board of Directors of Coffee Marketing Board (CMB), Lint Marketing Board (LMB); Chairman of the Privatization and Restructuring Sub-Committee of the Coffee Marketing Board; and Senior Marketing Officer (Ministry of Trade and Industry).
Areas of Career Sstrength:
Dr. Owach has 40 years of experience in agriculture and rural development (including natural resource management), with experience ranging from project identification, formulation, appraisal, implementation, monitoring & evaluation to policy analysis/formulation, resource mobilization and Development Partners’ coordination. The career fields and consulting tasks have included South-South Cooperation (SSC); Agricultural Trade, development and investment policy; Marketing Systems, Marketing analysis, Management and Planning; Crop processing capacity utilization; and Rural development. Of the above, particularly deep involvement has been in the areas of South-South Cooperation (SSC), including formulation and implementation of SSC programmes – including establishment of coordination and implementation structures at country level (i.e. planning, technical and implementation support for Host Government, SSC Cooperants/Experts and FAO Personnel). Great involvement has also been in the area of Agricultural Development, Food security, Value chain development, Trade Policy and Marketing. A major attribute is professional versatility derived from a strong grounding in agricultural economics but also from diversified career exposure within and outside government, including liaison with donors, private sector and NGOs and managerial and administrative responsibilities on several occasions as Officer-In-Charge, FAO Representation in Uganda.
Dr. Owach has undertaken several collaborative and separate consultancy studies in the following areas: Agricultural Policy Reform; Foreign exchange rate analysis and Food Security; Restructuring of parastatals; Processing capacity utilization; Marketing Performance Assessment & Analysis; Agricultural credit; Agriculture input supplies and taxation; Animal traction, Extension; Rural Development - project design, appraisal monitoring & evaluation (including associated socio-economic baseline studies). Dr. Owach completed a PhD in Agricultural Economics in September 2016 (graduation award in February 2017), in the area of food storage/food security in rural Northern Uganda.
